Prohibits the department from taking adverse action against child placing agencies that decline to provide services conflicting with their sincerely held religious beliefs documented in a written policy or statement of faith.

Applies to services or circumstances that conflict with a child placing agency's religious beliefs related to child placement and adoption services.

Declares legislative intent to protect child placing agencies' free exercise of religion under the U.S. and Michigan constitutions.

States the act is not intended to limit or deny any person's right to adopt a child or participate in foster care.

Takes effect only upon enactment of House Bill No. 4928 and House Bill No. 4991.
