Allows public officers and employees to serve on governing boards of higher education institutions, but restricts simultaneous service on multiple boards and prohibits being both an employee and board member at the same institution.

Permits school board members to serve as superintendents of other school districts and allows certain local development authority board memberships for public officers and employees of cities, villages, townships, school districts, and counties.

Raises population threshold from 25,000 to 100,000 for exemptions allowing public officers and employees to serve as emergency medical services personnel, firefighters, police officers, or public safety officers in their jurisdiction.

Allows school board members to volunteer as coaches or supervisors of student extracurricular activities without compensation if no qualified applicants are available, the member abstains from voting on related issues, and criminal background checks are completed.

Permits intermediate school district superintendents to simultaneously serve as local school district superintendents and allows township supervisors to serve on county boards of public works.
