Prohibits a medical control authority's medical director from also being a director of, being affiliated with, or performing duties for an emergency medical services agency that the medical control authority supervises.

Prohibits a medical control authority director from being affiliated with or receiving benefits from any entity that contracts to provide services supervised by that medical control authority.

Limits advisory body membership of a medical control authority to no more than 10% employees of the medical director or entities substantially owned or controlled by the medical director.

Applies to hospitals and freestanding surgical outpatient facilities operating 24-hour emergency services that participate in local medical control authorities designated by the department.

Establishes that medical directors must be physicians board certified in emergency medicine or practicing emergency medicine with certifications in advanced cardiac life support and advanced trauma life support.
