Removes the word "local" from the definition of medical control authority to clarify that any medical control authority (not just local ones) must establish written protocols for life support agencies and emergency medical services personnel.

Requires medical control authorities serving regions with more than 500,000 residents to establish protocols ensuring that life support vehicles dispatched for basic life support, limited advanced life support, or advanced life support respond in a reasonable time within that region.

Requires all life support agencies to be equipped with epinephrine or epinephrine auto-injectors and mandates that emergency services personnel be trained to recognize anaphylactic reactions and administer epinephrine.

Requires all life support vehicles responding to provide medical first response, basic life support, or limited advanced life support to be equipped with automated external defibrillators and ensures personnel are properly trained to use them.

Updates procedural language and terminology throughout the statute, including changing "shall" to "must" in certain contexts and clarifying references to the state emergency medical services coordination committee's review authority for protocol decisions.
