Allocates up to $10,000,000 for fiscal year 2013-2014 to fund a pilot project for at-risk districts implementing year-round instructional programs in the 2014-2015 school year.

Limits participation to districts eligible for the community eligibility option for free and reduced price lunch under federal law (42 USC 1759a), with applications due by May 1, 2014 and district selection completed by June 1, 2014.

Requires participating districts to spread the minimum required days and hours of pupil instruction across the entire year in at least one school and commit to the year-round calendar for at least 3 school years.

Allows excessive heat to be considered a condition beyond school authorities' control for purposes of counting instructional days and hours in participating districts.

Restricts use of payments to necessary facility modifications, contract adjustments, and other nonrecurring startup costs for implementing the year-round program, with payment schedule determined by the department.
