Imposes an additional $1.00 per license fee beginning March 1, 2014, on base hunting licenses, combination hunt and fish licenses, and all-species fishing licenses, with revenue deposited into a new Michigan wildlife management public education subaccount.

Creates the Michigan wildlife council within the department as a 9-member body consisting of the director, four regular hunters/fishers, and representatives from local businesses, agriculture, media/marketing, and rural areas impacted by hunting and fishing.

Requires the Michigan wildlife council to develop and implement a comprehensive media-based public education program promoting hunting and fishing as essential to wildlife conservation and as part of Michigan's cultural heritage and economy.

Limits administrative costs to no more than 5% of annual appropriations from the subaccount, with remaining funds used to support the public education program.

Mandates the council provide semiannual reports to the legislature and prepare an operational plan within 120 days of its first meeting and annually thereafter.
