Amends Michigan's environmental protection act to define and regulate "diverted waste" (hazardous materials, electronics, batteries, pharmaceuticals, and other items separated from solid waste) and creates exemptions from solid waste disposal requirements when managed through waste diversion centers.

Establishes "waste diversion center" as a facility that collects diverted wastes and is exempt from solid waste disposal definitions if at least 90% of collected material by volume consists of diverted waste.

Requires waste diversion center operators to maintain knowledgeable personnel, prevent environmental release of diverted waste, store materials in secure locations with adequate containment, and transport all collected waste within one year to compliant facilities.

Mandates operators maintain records for at least three years documenting types, quantities, storage periods, and final destination of diverted wastes, making records available to the Department of Environmental Quality upon request.

Takes effect immediately upon Governor's approval on March 4, 2014.
