Authorizes the Department of State Police to charge up to $30.00 for fingerprinting and criminal record checks for employment or licensing purposes until October 1, 2015, with fees collected by employers or licensing bodies.

Allows the Department of State Police to charge $10.00 for name-based criminal record checks until October 1, 2015, except when fees are charged under other laws or when the requester is a government agency, nonprofit charitable agency, animal control shelter, or animal protection shelter using ICHAT.

Requires the Department of State Police to submit annual reports by October 1st to the legislature detailing whether fingerprinting fees are sufficient to cover actual costs of the service.

Mandates the Department of State Police to prepare annual reports on animal abuse offenses reported to the department and submit them within 30 days after each calendar year to the Senate, House, and Director of Agriculture.

Defines "animal abuse offense" to include violations of specific Michigan penal code sections (sections 49, 50, 50a, 50b, 50c, 158) and local ordinances corresponding to those violations, with exceptions for lawful hunting, field trials, farming, and accepted livestock practices.
