Creates a new crime for individuals who occupy single-family dwellings or units in two-family dwellings without the owner's consent and without paying agreed-upon rent or consideration.

First offense is a misdemeanor punishable by a fine of up to $5,000 per dwelling unit occupied or imprisonment for up to 180 days, or both.

Second or subsequent offense is a felony punishable by a fine of up to $10,000 per dwelling unit occupied or imprisonment for up to 2 years, or both.

Exempts guests and family members of the property owner or tenant from the crime.

Effective date is September 24, 2014 (90 days after enactment on June 26, 2014).
