Amends Michigan vehicle code section 675 to regulate vehicle parking requirements, including parallel parking within 12 inches of curbs and provisions for one-way street parking.

Allows local authorities to permit angle parking on roadways, except on state trunk line highways unless authorized by the state transportation department.

Establishes procedures for disabled persons to apply for serially numbered, nontransferable windshield placards valid for temporary (up to 6 months) or permanent (up to 4 years) periods.

Entitles disabled persons displaying valid windshield placards, special registration plates, or certificates of identification to free parking in metered spaces and publicly owned parking areas.

Establishes criminal penalties for fraudulent use of disability parking placards and stickers, including fines up to $500 and imprisonment up to 30 days, with enhanced penalties for forging or copying placards.
