Amends the definition of "qualified city" under 1951 PA 33 to remove the population cap of less than 70,000 for cities with populations between 15,000 and 70,000 located in counties with populations between 200,000 and 235,000.

Changes mandatory language from "shall apply" to "applies" in references to townships, incorporated villages, and qualified cities throughout the act.

Prohibits townships, incorporated villages, or qualified cities from using this act to reduce the number of paid full-time firefighters in their jurisdiction.

Requires special assessment questions and amounts to be approved by a majority of electors in the special assessment district for affected cities.

Prevents increases to approved special assessments unless first approved by a majority of electors in the special assessment district.
