Creates a misdemeanor offense for committing a moving violation with criminal penalties that causes injury to a vulnerable roadway user or person operating an implement of husbandry on a highway, punishable by imprisonment up to 1 year or fine up to $1,000, or both.

Creates a felony offense for committing a moving violation with criminal penalties that causes death to a vulnerable roadway user or person operating an implement of husbandry on a highway, punishable by imprisonment up to 15 years or fine up to $7,500, or both.

Defines "vulnerable roadway user" as a pedestrian, wheelchair user, or person operating a transportation device (bicycles, electric bicycles, or electric wheelchairs) in compliance with the vehicle code.

Defines "moving violation" as any act or omission prohibited under the Michigan Vehicle Code or local ordinance while operating a motor vehicle and subject to a fine.

Defines "transportation device" as human-powered or electrically-powered devices (up to 750 watts/1 horsepower, maximum 20 mph) regulated under the vehicle code.
