Exempts individuals under the required age from needing a pistol license when at a recognized target range for target practice or safety instruction, provided they are under direct supervision of a parent, guardian, or authorized adult 21+ who has completed pistol safety training.

Requires the pistol owner to be physically present when supervising a minor's use of a pistol at a target range or shooting facility.

Allows authorized adults (age 21+) to supervise minors' pistol use if they have successfully completed a pistol safety training course and received a certificate of completion.

Exempts supervised pistol use at recognized target ranges from general licensing requirements when used for lawful target practice or safety instruction purposes.
