Requires retailers to electronically submit sales information for nonprescription products containing ephedrine or pseudoephedrine to the National Precursor Log Exchange (NPLEx) before completing sales, with no required fees for NPLEx system use.

Allows retailers to maintain written logs or alternative electronic recordkeeping if experiencing mechanical or electronic failure of the electronic sales tracking system until compliance is restored.

Establishes that the NPLEx system must generate stop sale alerts when a purchase would violate quantity limits or when ICHAT shows the purchaser was convicted of a felony violation of article 7 (drug offenses).

Permits an override function for dispensers with reasonable fear of imminent bodily harm, with all override instances logged by the system.

Directs the Department of State Police to provide ICHAT information to NPLEx at no charge and prohibits retailers from selling ephedrine or pseudoephedrine products to individuals convicted of article 7 felonies unless purchased by prescription.

Provides civil immunity for good faith compliance with record-keeping and sales verification requirements absent direct and proximate cause of harm.

Establishes a misdemeanor penalty of up to $500 for violations.
