Creates an 11-member Michigan snowmobile and trails advisory council appointed by the governor to advise on creation, development, operation, and maintenance of motorized and nonmotorized trails including snowmobile, biking, equestrian, hiking, off-road vehicle, and skiing trails.

Establishes staggered 4-year terms for advisory council members, with the first council appointed after the effective date having 2 members serving 1 year, 3 members serving 2 years, 3 members serving 3 years, and 3 members serving 4 years.

Requires minimum membership composition including at least 5 ORV or snowmobile owners, at least 3 snowmobile owners, at least 1 safety instructor, at least 1 Upper Peninsula resident, and at least 2 equine trailways subcommittee members.

Grants the advisory council authority to establish advisory workgroups, conduct studies and investigations, hold hearings, hire contractors and consultants, and accept donations subject to available funding and department oversight.

Members serve without compensation but may receive reimbursement for travel and expenses, with all legal, legislative, and media contacts referred to the department.
