Increase annual insurance assessment from $1.00 to $2.00 per insurer's total written car years for coverages providing required security.

Expand assessment to include insurance providing security for vehicles described in section 7 of the Michigan Vehicle Code and security required by section 3103(1).

Money from assessments goes into the automobile theft prevention fund, used for administration costs and theft prevention programs including law enforcement support, prosecutor programs, judicial programs, community organization support, and educational initiatives.

Authority shall distribute automobile theft prevention fund money based on need and efficacy as determined by the authority.

Fund money is not considered state money.
