Establishes a minor project category for repair or replacement of failed seawalls, allowing permits to be issued without public notice and hearing requirements.

Defines "failed seawall" as one that has deteriorated to where it no longer effectively protects shores across at least 50% of its length, or was damaged by a catastrophic event within the prior 2 years.

Creates a general permit for qualifying small dams (less than 2 feet high, less than 2 acres impoundment) that meet environmental and riparian owner approval requirements.

Requires the Department of Environmental Quality to post pending applications, public notices, and hearing schedules on its website.

Takes effect January 16, 2015, following the 90-day period after enactment on October 17, 2014.
