HB 5110 Summary

• Requires wireless carriers to provide call location information to law enforcement officers upon request when an emergency situation involves risk of death or serious physical harm to a wireless device user.

• Defines "wireless carrier" as any provider of commercial mobile services doing business in Michigan, including broadband personal communications services and specialized mobile radio licensees.

• Permits wireless carriers to establish their own protocols for disclosing call location information.

• Requires the Michigan Department of State Police to collect contact information for all wireless carriers authorized to do business in the state and distribute it quarterly (or immediately upon changes) to public safety answering points and law enforcement agencies.

• Provides immunity from civil and criminal liability for wireless carriers and their officers, employees, and agents when providing call location information in accordance with this act.
