Extends the deadline for county boards to transfer powers of elected or appointed county road commissioners to the county board of commissioners from January 1, 2015 to January 1, 2018.

Allows counties with appointed road commissioners to pass a resolution transferring road commission powers directly to the county board, with the appointed board dissolved on a specified date.

Requires counties with elected road commissioners to submit a ballot question to voters; if approved by majority vote, the elected board is dissolved and powers transfer to the county board.

If a county drain commissioner's powers were previously transferred to the road commission, the county board must reestablish the drain commissioner as an elected office with an appointed acting commissioner until the next general election.

Permits county boards to resubmit the road system question to voters if they determine a separate road commission would provide cost savings and better serve residents after a dissolution.
