Changes the deadline for transferring county road commissioner powers to the county board of commissioners from January 1, 2015 to January 1, 2018 in both appointed and elected board situations.

Allows county boards of commissioners in counties with 12 or fewer surveyed townships to appoint road commissioners (rather than holding elections) and transfer their powers to the county board itself through resolution.

Requires county boards to hold at least 2 public hearings before transferring road commissioner powers and at least 1 public hearing if altering the number of road commissioners, with notice given 28 days in advance.

Permits counties with populations of 750,000 or more that adopt a charter to reorganize road commissioner powers through charter amendment, subject to voter approval of both the charter and a separate ballot question.

Establishes that funds provided under 1951 PA 51 must be used only for purposes specified in that act and takes effect only if House Bill 5117 is enacted into law.
