Increases the seventeenth judicial circuit (Kent County) from 10 to a potential 11 judges, with the additional judgeship available beginning January 1, 2017.

Maintains the seventh district (Van Buren County) at 2 judges and establishes various district court configurations across Wayne and Oakland counties with specific judge numbers for each district.

Reduces Detroit's thirty-sixth district from 31 judges to 30 judges effective January 1, 2015, eliminating the judgeship of a judge ineligible for 2014 reelection due to constitutional term limits.

Authorizes consolidation of specific district court districts in Wayne and Oakland counties (including the eighteenth and twenty-ninth districts, and twenty-seventh and twenty-eighth districts) if governing bodies approve by January 1, 2016, with adjusted judge numbers upon consolidation.
