Increases the 61st district court (Grand Rapids) from an unspecified number to 6 judges and establishes two new third-class districts: the 62nd-a district (Wyoming) with 2 judges and the 62nd-b district (Kentwood) with 1 judge.

Restructures the 63rd district court (Kent County) beginning January 2, 2015, eliminating election divisions and establishing 2 judges, with authorization for a potential 3rd judge beginning January 1, 2017.

Authorizes consolidation of the 67th and 68th district courts in Genesee County if approved by 2/3 vote of county commissioners and the city of Flint, creating a first-class district covering the entire county with 11 total judges.

Reduces the 68th district court (Flint) from 5 judges to 4 judges upon the earliest occurrence of a judicial vacancy or when an incumbent judge does not seek reelection.

Modifies the 70th district court (Saginaw County) to allow transfer of 1 judgeship from the first division to the second division when a vacancy occurs in the first division, reducing the first division from 3 to 2 judges while increasing the second division from 2 to 3 judges.
