State agencies must notify the department, senate majority leader, house speaker, appropriations committees, and fiscal agencies within 10 days after applying for federal or other financial assistance.

State agencies must provide notice within 10 days of receiving notice that an application for financial assistance is awarded, rejected, revised, or deferred, including all stipulations and conditions associated with the assistance.

State agencies administering federal grants or other financial assistance available to local organizations must report to the legislature, appropriations committees, and fiscal agencies within 30 days of award notification, including the proposed allocation plan.

State agencies cannot commit federal grant funds or funds from any other source before notifying the legislature and receiving a subsequent appropriation by the legislature.

Each principal department must report to legislative leadership, appropriations committees, fiscal agencies, and the department before December 1 and June 1 of each year, detailing estimates on realized and expected federal or other financial assistance revenues, broken down by source, program, grant, and federal domestic assistance account.
