HB 5152 Summary

• Establishes that appointed officials filling vacancies occurring more than 7 days before nominating petition filing deadlines shall hold office only until a successor is elected at the next general election, then must vacate office.

• Applies the "7-day rule" to vacant positions in county offices, school boards, townships, metropolitan districts, and judicial positions (court of appeals, circuit court, probate court, and district court judges).

• Protects voter registration information from public disclosure, including driver's license numbers, birth dates, phone numbers, digitized signatures, and the last 4 digits of social security numbers, which may only be used for voter verification purposes.

• Requires candidates filing nominating petitions or affidavits of candidacy to submit two copies of an affidavit of identity containing personal information and name change disclosures (with limited exceptions for changes over 10 years old or due to marriage/divorce).

• Authorizes county, city, township, village, and school district election commissions to consolidate election precincts for non-general elections with at least 60 days' notice, provided consolidated precincts do not exceed 5,000 active registered electors.
