Establishes the Human Trafficking Commission within the Department of Attorney General to address human trafficking violations under Michigan Penal Code Chapter LXVIIA.

Commission membership includes six state agency directors (or designees) from Governor's office, Attorney General, State Police, Human Services, Community Health, and Licensing and Regulatory Affairs, plus 10 appointed members including two survivors of human trafficking, representatives from courts and law enforcement, and individuals nominated by legislative leaders.

Members serve 2-year terms (except state officials who serve until successors appointed) and shall meet at least 4 times annually; commission conducts business in compliance with Michigan's Open Meetings Act.

Commission duties include identifying grant funding sources, researching human trafficking, providing training to law enforcement and service providers, coordinating with state and federal agencies, improving victim awareness of available services, and recommending legislative improvements to anti-trafficking laws.

Creates Human Trafficking Commission Fund within Department of Treasury to be administered by Attorney General; fund receives appropriations and interest earnings, with unused balances carried forward rather than lapsing to general fund.
