Requires competitive bidding for all state department and local road agency construction projects exceeding $100,000 for construction or preservation, unless the agency affirmatively finds another method serves the public interest.

Mandates the state transportation department report its non-competitive bidding findings to the state transportation commission 90 days before work begins, with prompt written notice to legislative appropriations committees; exempts emergency actions from pre-award reporting.

Requires the state department to develop and implement a performance-based maintenance system by February 1, 2016, and direct a minimum of 20% of maintenance funds toward performance-based outcomes beginning October 1, 2016.

Requires local road agencies receiving at least $20,000,000 in Michigan transportation fund support in fiscal year 2013 to develop and implement similar performance-based preventative maintenance systems by February 1, 2017, with 20% of funds based on performance outcomes beginning October 1, 2017.

Mandates annual reporting by the department director (as of June 1, 2017) and local road agency heads (as of June 1, 2018) to legislative appropriations committees on maintenance outcomes, contracting processes, and contract performance.
