State administrative board shall convey the western Wayne correctional facility (formerly Detroit house of corrections) in Plymouth Township, Wayne County to the land bank fast track authority for $1.00

Department of corrections must maintain the property and pay all maintenance costs until the land bank authority sells it

Land bank fast track authority shall sell the property to realize greatest benefit to the state, with net revenue deposited in the general fund after deducting administrative costs, environmental remediation, legal fees, and litigation expenses

State retains rights to one-half of gross revenue from any oil, gas, or mineral development on the property and reserves all aboriginal antiquities on the land

Department of corrections must post warning notices about the property's dangerous and defective condition
