Exempts property owners, family members residing on the property, and invited guests from wearing crash helmets and protective eyewear while operating ORVs on their own property, with exceptions for riders under 16 years old and organized commercial ORV events.

Maintains helmet and eyewear requirements for riders 16-17 years old unless they have parental or guardian consent to ride without helmets.

Establishes that ORVs with roofs meeting Department of Transportation standards may allow operators to wear safety belts instead of crash helmets.

Clarifies that ORV operators on game bird hunting preserves (at speeds under 10 miles per hour) and certain other circumstances are exempt from helmet requirements.

Effective immediately upon Governor's approval on June 4, 2014.
