Authorizes the Michigan Department of Transportation to donate surplus personal property to nonprofit entities, sell it to local governments, or conduct public sales.

Permits the department to sell surplus property at fair market value and exchange it for goods and services with private contractors providing state services, provided the property is essential to those services.

Allows the department to cover necessary costs of transfers and sales, including warehousing and reconditioning, through sale proceeds or handling fees on donated property.

Beginning June 1, 2014, requires the state transportation department to offer surplus snow removal equipment to local units of government in Michigan before donating, disposing of, or selling it elsewhere.
