Amends the Clean, Renewable, and Efficient Energy Act (2008 PA 295) to add new purpose of removing unnecessary burdens on the appropriate use of solid waste as a clean energy source.

Expands definition of "advanced cleaner energy system" to include pyrolysis facilities and integrated pyrolysis combined cycle facilities that convert carbon-based feedstocks into electricity.

Defines "pet coke" as a petroleum refining byproduct and excludes it from qualifying renewable energy resources.

Adds "steam" to renewable energy definitions and expands renewable energy resource category to include fuel manufactured from waste materials meeting federal EPA standards under 40 CFR 241.3(c) and 241.4(a).

Modifies renewable energy credit provisions to grant additional Michigan incentive credits for solar power (2 credits per megawatt hour) and systems using in-state equipment or workforce (1/10 credit per megawatt hour for 3 years after initial operation).
