Removes a temporary cap on Department of Natural Resources land acquisition north of the Mason-Arenac line that was set to expire May 1, 2015, eliminating restrictions on acquiring more than 3,910,000 acres in that region.

Requires the Department to estimate annual tax payment in lieu amounts before acquiring surface rights to land, post estimates on its website for 30 days, and notify affected local units of government before acquisition.

Directs the Department to develop a strategic plan by October 1, 2014 for managing public lands, including regional divisions, measurable performance goals for access, recreation, forests, and wildlife, and identification of lands to acquire or dispose of.

Approves the "Department of Natural Resources Managed Public Land Strategy" dated July 1, 2013 as the official strategic plan.

Requires the Department to consult with local governments and notify legislative committees at least 30 days before acquiring or disposing of land, with statements describing effects on strategic plan goals.
