Creates a Department of Natural Resources with powers and duties granted by the act and other state law.

Establishes a 7-member Natural Resources Commission appointed by the governor with senate consent, with no more than 4 members from the same political party, each serving 4-year terms with a 2-term limit.

Requires commission members to have training and experience related to natural resources activities, general knowledge of fish and wildlife habits and distribution, and prohibits them from holding other elected or appointive offices.

Directs the governor to appoint a Department of Natural Resources Director who serves at the governor's pleasure, with the commission advising the director on natural resources matters.

Requires commission meetings at least monthly in compliance with the Open Meetings Act, with a quorum of 4 members needed to conduct business.
