Amends the Sex Offenders Registration Act (1994 PA 295) to add definitions and expand sex offender registration requirements

Adds "aircraft," "custodial authority," "employee," "felony," "immediately" (within 3 business days), "indigent," "institution of higher education," "local law enforcement agency," "minor," "municipality," "registering authority," "registration jurisdiction," "residence," "student," "vehicle," and "vessel" to the act's definitions

Defines tier I, II, and III sex offenses and corresponding offender classifications, including specific Michigan Penal Code violations related to sexual conduct with minors and certain circumstances involving consent and age differences

Establishes that "convicted" includes judgments of conviction, probation orders from various courts, youthful trainee status designations, and certain juvenile adjudications, with specific exceptions for individuals who received reduced registration periods before July 1, 2011

Takes effect 90 days after enactment
