Expands the definition of "pipeline" under Michigan's pipeline regulation act to include pipelines used to transport carbon dioxide substances, in addition to crude oil and petroleum.

Requires pipeline survey crews to provide written notification to all affected property owners before entering their property to conduct survey work.

Mandates that easement offers to agricultural landowners include specific information: anticipated physical impact, method of property appraisal, and a copy of the uniform condemnation procedures act.

Requires pipeline operators to provide written assurance that damaged agricultural drainage tile will be repaired or replaced to preconstruction condition and that disturbed topsoil will be properly separated and replaced.

Requires compensation for productivity losses on cropland based on historic yield values prior to pipeline construction, and for all post-construction damages from pipeline operator entry onto the property, except for routine right-of-way maintenance.

Effective only upon enactment of House Bills 4885 and 5255 of the 97th Legislature; approved and effective April 1, 2014.
