Expands Michigan's pipeline regulation law (1929 PA 16) to include carbon dioxide substances used in oil and gas recovery operations, in addition to crude oil and petroleum products.

Defines "carbon dioxide substance" as a gaseous or liquid substance consisting primarily of carbon dioxide used for storage or secondary and enhanced hydrocarbon recovery operations.

Grants the Michigan Public Service Commission authority to control, investigate, and regulate persons transporting, storing, or dealing in carbon dioxide substances by pipeline within the state.

Requires pipeline operators handling carbon dioxide substances to act as common carriers and common purchasers, prohibiting discrimination in pricing, service, or treatment between producers and ensuring non-discriminatory handling of the operator's own products.

Makes the act effective only if three companion bills (HB 4885, HB 5254, and HB 5255) are also enacted into law; effective date April 1, 2014.
