Adds Section 2404c to allow individuals who were qualifying officers on December 21, 2007 and were previously denied licensure due to financial instability to reapply for residential builder or residential maintenance and alteration contractor licenses.

Grants the department discretion to determine what Section 2404 requirements applicants under Section 2404c must meet, including whether they must pass examinations and meet good moral character standards.

Requires Section 2404c applicants to complete at least 3 hours of continuing competency training in the 12 months before application, including 1 hour each in codes, safety, and legal issues.

Modifies Section 2405 to exclude individuals with inactive status from serving as qualifying officers for entities applying for licenses.

Effective June 17, 2014, contingent on enactment of House Bill 4582.
