Requires the Department of Health and Human Services to establish, maintain, and revise a uniform substance use disorder credentialing program for use by state departments and agencies.

The credentialing program must create uniformity in substance use disorder services, comply with national certification standards for substance use disorder counselors and prevention professionals, and promote evidence-based training and adequate staffing.

All state departments and agencies providing substance use disorder services directly or through contracts must comply with the uniform credentialing program once certified by the department director as in full force and effect.

Requires the department to submit reports to the legislature within 6 months of the effective date and annually thereafter describing establishment of and any revisions to the uniform credentialing program.

Effective 91 days after final adjournment of the 2014 regular legislative session; approved by the Governor on June 21, 2014.
