Amends Section 64 of the 1939 Public Assistance Act to clarify exemptions from public records disclosure for documents obtained from other agencies or organizations.

Documents, reports, or records authored by or obtained from another agency or organization are not subject to public inspection unless required by other state or federal law or in response to a judicial order.

Maintains existing public access to names of assistance recipients and amounts granted, subject to application requirements and restrictions on use for political or commercial purposes.

Preserves confidentiality of medical assistance records and allows disclosure to public utilities and municipalities only for energy assistance programs under strict limitations.

Clarifies that state department may disclose applicant and recipient information only in accordance with applicable federal law governing federally funded assistance programs.
