Amends MCL 722.3 to clarify that termination of parental rights does not automatically end a parent's duty of support unless a court explicitly orders the termination of both parental rights and the duty of support.

Establishes that parents remain jointly and severally obligated to support a minor according to the support and parenting time enforcement act (1982 PA 295, MCL 552.605) unless modified or terminated by a court or the minor is emancipated.

Allows courts to order support for a child after age 18 under certain circumstances, subject to MCL 552.605b.

Specifies that enforcement of child support duty may be brought by the minor, child over 18, guardian, relative within third degree, government agency, or the Department of Human Services if the child receives public assistance.

Changes references from "family independence agency" to "department of human services" throughout the statute.
