Enacts the "Interstate Compact to Elect the President by National Popular Vote" allowing any U.S. state or the District of Columbia to join the agreement.

Requires member states to conduct statewide popular elections for President and Vice President and appoint presidential electors based on the national popular vote winner rather than state results.

Directs chief election officials in member states to determine the national popular vote total by aggregating votes from all member states and all states/District of Columbia, then certify electors for the candidate slate winning the national popular vote.

Agreement takes effect once states with a combined majority of electoral votes (270 of 538) have enacted it in substantially the same form, with the compact governing elector appointment only in years when it is effective in majority-electoral-vote states as of July 20.

Permits member states to withdraw from the compact except that withdrawals within six months of a presidential term's end do not take effect until the next term begins; compact terminates if the Electoral College is abolished.
