Amends definitions in the child care licensing law to replace outdated terminology related to developmental disabilities and mental health conditions with current statutory language.

Updates references to use "developmental disability" as defined in the mental health code instead of "mentally retarded" and "serious emotional disturbance" instead of mental health condition terminology.

Allows school-age child care facilities and programs operating for at least 2 years with no substantial violations to apply for exemption from routine inspections and on-site visits.

Requires exempted facilities to maintain annual documentation of compliance and remain subject to investigation if violations are alleged; exemptions may be rescinded for willful and substantial violations.

Effective immediately upon the Governor's approval on March 28, 2014.
