Changes the language in the Prudent Purchaser Act from "pursuant to" to "under" when describing prudent purchaser agreements (MCL 550.53).

Adds a new subsection requiring physical therapy coverage under prudent purchaser agreements only when services are provided by a licensed physical therapist or assistant under supervision and pursuant to a referral from a licensed health care professional (physicians, dentists, podiatrists, or optometrists).

Maintains existing provisions allowing organizations to limit prudent purchaser agreements while ensuring reasonable access to health care services and requiring competitive application processes for provider panels.

Clarifies that optometry and chiropractic coverage limitations remain based on the scope of practice definitions as of May 20, 1992 and January 1, 2009, respectively.

Takes effect only if House Bill No. 5356 is enacted into law (tie-bar provision).
