Amends Michigan Penal Code section 502c to expand protections for service dogs to include veterans diagnosed with post-traumatic stress disorder, traumatic brain injury, or other service-related disabilities.

Prohibits public and private establishments from refusing entry to persons with disabilities accompanied by guide dogs, leader dogs, hearing dogs, or service dogs when the animals wear proper identification (harness, blaze orange leash/collar, cape, or backpack) and the handler possesses a pictured identification card from a qualified trainer organization.

Prohibits establishments from refusing entry to trainers of service dogs when the trainers are accompanied by dogs in training and possess proper identification and proof of affiliation with a department of licensing and regulatory affairs-approved organization or trainer.

Requires the Department of Licensing and Regulatory Affairs to maintain a list of qualified organizations and trainers that train guide dogs, leader dogs, hearing dogs, and service dogs.

Defines "person with disabilities" to include individuals who are audibly impaired, blind, deaf, physically limited, or veterans with service-related disabilities including PTSD, traumatic brain injury, or other service-connected conditions.
