Establishes procedures for appointing nine delegates and nine alternates to represent Michigan at a federal Article V constitutional convention, with appointments divided among the senate majority leader (2 each), house speaker (2 each), governor (2 each), senate minority leader (1), house minority leader (1), and a joint appointment by the three leaders (1)

Requires delegates and alternates to be at least 18 years old, registered Michigan voters, state residents, and prohibits lobbyists, lobbyist agents, federal judges, U.S. senators, and U.S. representatives from serving

Allows appointing officials to recall delegates and alternates, with replacement by alternates occurring within 24 hours of recall

Requires delegates and alternates to execute an oath pledging support for the U.S. Constitution and Michigan's 1963 state constitution before performing any duties, with delegates filing the oath with the secretary of state

Authorizes reimbursement of actual and necessary expenses and compensation for delegates and alternates as provided by legislative appropriation
