Prohibits local governments (counties, cities, townships, villages, and metropolitan districts) from awarding contracts valued at $25,000 or more for construction, goods, or services to vendors or contractors that made reportable campaign contributions of $100 or more to local elected officials during the 12 months before contract award.

Requires all local government contracts valued at $25,000 or more to include a provision mandating the vendor or contractor certify they will not make contributions of $100 or more to local elected officials during the contract term.

Defines "immediate family member" as spouse, child, sibling, parent, or anyone claimed as a dependent on the individual's federal income tax return during the 12 months preceding contract award.

Treats contributions by owners with 10% or more interest in the vendor or contractor, or by their immediate family members, as contributions by the vendor or contractor themselves.

Establishes that violations constitute material breach of contract and establishes penalties for non-compliance.
