Creates the Legislative Commission on State Agencies within the Legislative Council, composed of 12 members appointed equally by the Speaker of the House (6 members) and the Majority Leader of the Senate (6 members).

Requires the commission to examine each state agency, determine the necessity of its functions, and recommend abolition, continuation, or reorganization of agencies.

Directs the commission to recommend consolidation, transfer, or reorganization of duplicate programs across state agencies and identify ways to improve operations.

Mandates the commission to evaluate agency efficiency, mission achievement, overlapping jurisdictions with other agencies, and whether less restrictive alternative methods could perform agency functions.

Requires the commission to file an annual report by September 1 to the governor and legislature detailing necessary changes and legislative recommendations, with meetings held at least monthly in compliance with open meetings requirements.
