Directs the department to provide general information on its website related to oil and gas leasing, exploration, drilling, permitting, hydrogen sulfide management, pooling, and other extraction-related topics.

Mandates that individuals soliciting landowners to lease oil or gas rights must provide the department's toll-free number to the landowner and obtain a signature acknowledging receipt of the number.

Requires drilling well applications on property where the applicant does not own the oil or gas rights to include signed acknowledgments from all leased oil and gas rights owners confirming they received the toll-free telephone number.

Establishes a civil infraction with a fine of up to $1,000 for individuals who violate the requirement to provide the toll-free telephone number to landowners.
