Establishes licensing requirements for barber colleges including completion of 225 hours of classroom study and 1,575 hours of practical barber training by students.

Requires barber colleges to maintain a $10,000 corporate surety or cash bond and employ at least 2 full-time licensed instructors with specified student-to-instructor ratios (1 instructor per 30 students during practical training).

Mandates barber colleges be completely partitioned from other businesses, equipped with at least 1 wash basin with hot and cold running water for every 2 barber chairs, and meet sanitation standards set by the board.

Allows student instructors to teach up to 30 students without a supervising instructor only in emergencies lasting no more than 7 consecutive days with written department approval.

Requires barber college curriculum to include specific subjects such as bacteriology, histology, hair styling, diseases of skin and hair, and barber laws, with instruction hours prescribed by department rules.

Automatically revokes a barber college license upon transfer of ownership or change of location unless the new owner or location meets all requirements.

Takes effect May 27, 2014, contingent upon enactment of Senate Bill 612.
