Amends Michigan's environmental liability law (MCL 324.20126) to clarify exemptions from hazardous substance liability.

Exempts persons who store, use, or arrange for storage or use of beneficial use by-products or inert materials in compliance with part 115 from liability for contamination.

Maintains existing liability protections for new property owners who conduct baseline environmental assessments within 45 days of purchase and provide the assessment to the department and subsequent purchasers within 6 months.

Preserves exemptions for secondary material recyclers (scrap metal, paper, plastic, glass, textiles, rubber), residential property users, lessees, and persons acquiring property through inheritance or involuntary government actions.

Effective June 17, 2014, contingent upon enactment of House Bill No. 5400.
