Assesses driver responsibility fees for individuals accumulating 7 or more points on their driving record within a 2-year period: $100 for reaching 7 points, plus $50 for each additional point.

Imposes higher driver responsibility fees ($1,000 annually for 2 years) for serious violations including manslaughter, DUI, hit-and-run, and fleeing police; ($500 annually for 2 years) for violations including reckless driving and driving without insurance.

Phases out driver responsibility fees through October 1, 2019: reducing subsection (1) fees from 75% to 0%, and subsection (2) fees from 100%-50% to 0% based on violation date.

Establishes fire protection fund to receive at least $8,500,000 annually in collected fees, distributed to fire services in cities, villages, and townships with state-owned facilities.

Allocates remaining collected fees to the Department of Treasury ($550,000 in FY2015) and Department of State ($1,000,000-$1,000,000) for administering driver responsibility and vehicle code requirements.
